As the 2016 budget scandal continues, two characters (Budget Mafias and Budget Rats) have emerged in the Nigerian story ( The Massive Fraud inside Buhari's 2016 Budget ). They join the likes of Cabals et al that governments have persistently blamed for similar shortcomings.
